For decades, the Designated Survivor post (see here), was a mixture of Congressmen and Presidential Cabinet Secretaries. It was always a mix. Also, there was only ONE.

Under Obama, we now have TWO Designated Survivors. It makes sense from a security point of view, that it's harder to take out two, than just one.

However, in the last 2-3 years, we have had the Secretary of Homeland Security as one of the Designated Survivors. This is now a precident. The Designated Survivor calling is no longer randomized, as it once was.

And here is the main problem...

The Department of Homeland Security is the 3rd largest organization within the Federal Government. The Department of Homeland Security, is the department that controls: 

• Customs and Border Protection (CBP) - controls on border patrol and detection of the flow of people and material over our borders
• Federal Emergency Management Agency (FEMA) - controls on how the government will respond to a big crisis
• US Coast Guard (USCG) - controls on how the border of sea and air is monitored for people and material
• Immigration and Customs Enforcement (ICE) - controls on law enforcement of Immigration - the catching of illegal aliens.
• Transportation Security Administration (TSA) - controls on how people and materials move on airlines
• Domestic Nuclear Detection Office - controls for security on nuclear issues (bombs)
• Office of Intelligence and Analysis - Information gathering from many sources.
• *** US Secret Service - controls security around the President of the United States and other national leaders. Locations including: The White House and The Capital. Especially around big events like the annual State of the Union Address.
  
  

If the 3 Eagle Heads wanted to enact the Designated Survivor position into the Presidency, THIS Office of The Secretary of Homeland Security would be the way in. And it appears that a precident has been set to make it come about.

When Mike Pence is President, watch for a switch in the Secretary of Homeland Security...and follow him closely.
